It is merely an amnesty, says Karpal

KUALA LUMPUR: DAP chairman Karpal Singh has come to the defence of Penang Chief Minister Lim Guan Eng and Perak Menteri Besar Mohamad Nizar Jamaluddin over the waiver of compound notices and summonses relating to illegal hawking and parking.

He said the leaders had merely given an amnesty."An amnesty is given to those who may be guilty and is usually granted by the Executive."Therefore, the Penang chief minister and Perak menteri besar, being heads of the Executive of these two states, had the right to announce the amnesty," Karpal said in a statement yesterday.

"Various quarters, including lawyers, have criticised the move without appreciating the actual position." Both the Penang and Perak governments announced the one-time waiver of summonses to thank voters for supporting DAP, Parti Keadilan Rakyat and Pas in the 12th general election.
